What is the TOWS Matrix?

ST (Strengths–Threats): Use strengths to reduce or avoid external threats, e.g., A loyal customer base helps withstand new competition.
WT (Weaknesses–Threats): Minimize weaknesses and avoid threats—often defensive strategies, e.g., Outsourcing IT if the in-house team is underperforming and cyber threats are rising.
How to Apply the TOWS Matrix in Strategic Planning
1. Conduct a SWOT analysis – list out internal strengths/weaknesses and external opportunities/threats.
2. Fill in the TOWS Matrix – use the grid to generate strategies in each quadrant.
3. Evaluate and prioritize – not all strategies are equal. Focus on what is most impactful and feasible.
4. Integrate into your strategic plan – translate into SMART goals, KPIs, timelines, and responsibilities.
